Backside says:
Giant shoe made by boot makers for the children's ward of the London Hospital. During Christmas festivities, the shoe will be filled with toys. December 12, 1931.
I bet it probably WAS a boot originally, but then they realized that all the children were too short to reach any of the toys inside, so they had to cut off the "boot" part. That's my guess. :)
Great postcard. If they were boot makers though they should have made a boot! They could fit more toys in it that way :D
